In the Course of governmental affairs, it becomes necessary for the People of California to assert their rightful demand for efficiency, transparency, and accountability in the stewardship of public resources. Whereas the single party rule of the Republic of California has no safeguards to prevent waste, fraud, and abuse, allowing unchecked excesses to erode the public trust;
Whereas the State of California has yet to complete a full audit after failing audits for many years, leaving taxpayers without assurance of fiscal responsibility;
Whereas the homelessness industrial complex has sunk billions of taxpayers' dollars in Los Angeles and San Francisco, yet the homeless crisis has grown worse, and the political class of untaxed charitable organizations has grown richer;
We, therefore, proclaim this Declaration to establish a new commitment to efficiency, to root out corruption, and to restore faith in governance.
