Preamble

In the Course of governmental affairs, it becomes necessary for the People of California to assert their rightful demand for efficiency, transparency, and accountability in the stewardship of public resources. To secure these ends, we, the citizens, through the California Department of Government Efficiency, solemnly declare the causes which impel this Declaration.

Whereas the single party rule of the Republic of California has no safeguards to prevent waste, fraud, and abuse, allowing unchecked excesses to erode the public trust;

Whereas the State of California has yet to complete a full audit after failing audits for many years, leaving taxpayers without assurance of fiscal responsibility;

Whereas the homelessness industrial complex has sunk billions of taxpayers' dollars in Los Angeles and San Francisco, yet the homeless crisis has grown worse, and the political class of untaxed charitable organizations has grown richer;

We, therefore, proclaim this Declaration to establish a new commitment to efficiency, to root out corruption, and to restore faith in governance.

Articles of Declaration

Article I: Establishment of Oversight

The California Department of Government Efficiency shall institute a permanent, independent oversight body to conduct annual audits of all state expenditures, ensuring no dollar is wasted or misappropriated.

Article II: Reform of Charitable Organizations

All charitable organizations receiving public funds shall be subject to strict financial scrutiny, with mandatory public disclosure of administrative costs and executive compensation to prevent profiteering under the guise of public service.

Article III: Addressing Homelessness

Funds allocated to address homelessness shall be redirected from ineffective programs to drug addiction treatment and mental health services, with measurable outcomes reported quarterly to the public.

Article IV: Legislative Accountability

The Legislature shall enact safeguards to prevent single-party dominance from shielding waste, including bipartisan review panels for all major budgetary decisions.
